Hoist / Block and tackle for lifting wheels?

Looking to use the vertical space in my garage to make my storage as efficient as possible, and one of the larger items I'd like to keep off the ground are the winter wheels/tires.

I have some of the Costco tire racks from Safer Racks (note: I don't love how low these are on the sides, seems like a tire could flip over the edge - they'll do but I wouldn't recommend). First rack is at ~6'6" off the ground so I can walk underneath it. That puts the second rack at 9'2" to get enough room for maneuvering the lower tires in and out. Don't really want to lug my wheels up all that way, especially the heavy winter wheels which weigh at 50 lbs or so.

Looking for a block and tackle solution that will allow me to lift the wheels up (one or two at a time), pop them into the wall mounted rack, and vice versa.

In particular, I'd love something that has a cleat or lock that will be usable from the ground, ideally without me having to tie anything off at ground level to keep it easy.

I saw @SD171 's example https://www.garagejournal.com/forum/showpost.php?p=4427705&postcount=63 and it looks great, but I don't think that cleat style will work when you're 13' down.

Any thoughts?
