What are some tool gift ideas so I can make a list to give the wife? These are stocking stuffers so try to keep it under $20 the everyday price not the 1 hour flash sale price as she will be buying them at here leisure.

So far I have a few

oil drain pans

What does the person you are buying for actually work on? Wood? Machining? Cars?

I've gotten a stud finder and electrical tape. When I helped my sister pick out for her son he got a ratchet and impact sockets.

Ryobi has drill bit and screwdriver bit sets for under $5 you can buy them at home depot very good buy I bought the drill bits and they a very nice for price. Also Home depot and Lowe's has nice sets of drill and screwdriver bits in all brands on sale milwaukee,ryobi,bosch,dewault,kobalt and others for $10-15 which make awesome gifts I bought all my family dewault and Milwaukee sets just spent $10 each and they look great and I'm sure they will be happy.

Non contact IR thermometers at around $20.00 from harbor freight are a deal. Everyone should have a few at that price. I find I use mine more in the kitchen than the garage.

For the "Generic HandyPerson", an inexpensive LED headlamp is wonderful. Utility knives, whether the X-acto type, snapblade knife, or the "normal" utility knife that we will usually use are another good one. "Shop" scissors can be mighty handy. As a gag stocking stuffer, a roll of duct tape and some bailing wire are good. The magnet parts bowl/dish is always useful for a DIY'er or anybody who works in a shop, not quite so much for a tradesman who works on jobsites.

A snazzy small case with some ear plugs. Cool looking safety glasses. "neck cooler" bandanas/wraps or doo-rags can make good stocking stuffers as well. Just don't go with clothing items that are "branded" for your own company if you have one, or at least if you do include something else. The boss giving promotional merchandise to employees as gifts just screams "cheap ***". A couple rolls of the Velcro Wrap-ties are always useful, if not especially "gifty".

One handed clamps (available in promotional sets this time of year) are almost always appreciated.
