Home built tire balancer

Has anyone built a manual tire balancer? I want to buy one but it seems the only option is chinese. And I'm not going to do that. Considering fabricating one.

They’re so cheap and work so well it’s not much worth the bother from what I’ve seen. Not the end all be all of modern [emoji389]technology but not half bad either
