Now that i look closer, it looks like the surge suppressor IS indeed 4-wire. Ground wire exits into conduit in bottom of panel along with a white wire and 2 blacks.

Yes Im also curious where it is mounted.

OP confirm that the surge suppressor wires exit through that conduit on the bottom of the panel.

It's possible it is a conduit leading to it and being remotely located off the panel but it may only be just a threaded/potted stub out of the surge suppressor.

Thanks, was just curious. I figured there had to be an "approved" way.
I seen many times only items that the panel has UL approved. Does the sheet metal screw fall under the not "UL" approved, not a proper place to put it, and/or it might strip easier? I have learned a lot by following these post.

You can use a self tapping screws in enclosures as long as two threads engage in the enclosure.

FYI- U/L or any NTL does NOT approve anything. They list them

Just an update. Had my dads electrician friend come by today and he fixed everything. Like suggested, he removed the green bonding screw and added the ground bar. While in there he also he cleaned it up, so it doesn't look like a rats nest. For the shower light, he rewired it so the power goes thru the gfci outlet. Took him about an hour, mostly cleaning up the panel. I wanted to pay him but he didn't want any $, but I guess my dad owes him a favor now (my dad is a plumber) hehe.

Thanks everyone for your quick help!

I'm a realtor, depending on the background of the inspector they are always pulling **** like this. When they start throwing code violations etc at you have your lawyer "respectfully decline" the request and see what they say. At least in IL an inspector is there to notate those items that are direct health and safety concerns, those are the only things a buyer can reasonable request repair on. All others items are basically negotiations of the initial contract.

Can you access it without removing sheetrock?

Yes, it has its own metal enclosure: http://www.homedepot.com/p/Square-D...y-Surge-Protective-Device-SDSB1175C/100127248

We only fixed the the two electrical issues and gave them $250 credit for some BS home warranty.

Good for you! These simple steps will help you sell the house quicker, and get you into your new place faster too.

And your dad's friend was nice to do that work for you. Maybe you can find out what kind of beer he likes and get him a case of that. Ask your dad, I am sure he knows.

My wife and I brew beer and wine. I offered both when he didn't want any money, but he declined and said he has plenty haha.
