Hook Spanners

Here's an old hook spanner that I've cleaned up. Can't find any info on the maker HWW & Co Ltd. Anyone know anything about this make ? It's marked 1 3/4, 1 7/8, 2. Flipside has the number 3903. Could be British ? I've probably used it on the lock ring of the bottom bracket of bicycles, and also the lock ring of a fixed gear hub. Looks like I'll never make a photographer....
