Hot cutting anvil?

I have had this small 16 lb anvil for a while. It seems to be for some sort of special purpose, note the round nubs on the front. It is quite worn on all 3 flat sides from what looks like someone using a hotcut on it.
Anyone ever seen one like it?

The protrusions on the sides are turning cams. You would stick hot metal between 'em and use them for bending.
