Hot water heater on Lighting circuit?

I am looking at installing a point of use hot water heater in my shop. The instant water heaters require 30 amp+ circuit and I don't want to go thru the hassle/expense of doing this. I am thinking of running conduit from my surface mounted led light down to the sink for the 120v, 1440 watt, 12 amp (my math comes out to 9.5) 1-2 gallon water heater mounted under the deep sink. These come as a plug in to receptacle unit.
I am thinking of wiring this way so that when I am not in shop-lights are off-heater is off.
Can I run this outlet as a GFCI or would additional wiring to the breaker box be required or should I just install a GFCI breaker as I have done for my shop outlets?
The lights are on a 20 amp circuit, 16-4', 2 lamp fixtures. They pull approx. 7 amps.
Does anyone have experience with these heaters? Recovery time? Is turning this off and on w/ lights going to cause issues with longevity of heater unit?
