I do quite a bit of volunteer work out and about. Some through church-based workteams, some through my trained church-based disaster response duties, and some just for friends. In each of these, I carry specific tools from my garage to work with even if the host organization provides tools.

I base my purchasing decisions 50/50 on this and my garage activities. I'd love to discuss what non-professionals or professionals in non-professional settings do in similar situations re bringing tools onsite, trailer outfitting, git-er-done strategies (making do with a less than adequate selection of tools), what not to do, purchases, etc.

As an added bonus, I think there might be plenty of GJ-ers willing to form workteams to help out various Long Term Recovery Committees for the disasters the US has going on and will face if they know others would be wiling to do so also. You could keep overt religious discussion out of it, which is what we Methodists do since we don't want anyone to infer any cost for being helped.
