It does not come charged.
You need to install the inside and outside units.
Then you run copper lines between then and have to solder those lines.
Evac and charge the system and you are good to go

Interesting how the instructions completely leave out the charging part, but demonstrate the evac part. I know some come DIY and charged.

The instructions were written by someone who is not fully fluent in English, but they DO indicate that the unit comes charged. Refer to the bottom of page 18 (the last page):

The biggest length for our connection pipe can be 15m. More 20 g refrigerant is
necessary for per miter if the length is over 7 M

One of the bullet points:

"Pre charged outdoor unit and pre vacuumed indoor unit"

So you need to pressure test the lines, vacuum and then release the charge

No soldering, it comes with a 16' line set which looks to be flared

I've never seen (besides split condensers designed for r22) units not come pre charged for X amount of lineset. On a side note, DO NOT trust the factory flares on the copper lines. Cut them and reflare with an appropriate tool. When pulling your vacuum, it will need to ba a deep one (micron gauge required). You may be better off to install units and run the line set, wire, and drain. Then have a qualified HVAC tech do the mechanicals if you don't have the tools. I don't know what you have so that is not poking at your abilities.

I just heard back from the seller. Yes, they come pre-charged.

Thanks guys. I have an HVAC friend that can assist if needed in the vacuum and final set-up.

Looks like typical mini-split that bunch of people on here DIY install .... comes precharged w/ R410a and flared copper connections.

Not exactly the same as the Mr. Cool. Installation instructions on this one require vacuuming with a pump.
