How do I remove this item (red plug thing) from a baldor grinder?

Trying to break down a baldor grinder so I can clean and paint it. In order to access the bolts for the left wheel guard, I need to remove the washers that were sitting around the grinding wheel. There is a red plug thing in the threaded component and I can't figure out how to remove it. I think it is a part of the grinding wheel, not the grinder itself, but I'm not positive. If that's the case, I could just cut it off. I don't plan to reuse the grinding wheel that was on this.

And tips for how to remove that part?

Its a bushing to adjust a grinding/wire wheel to fit different size arbors. The most popular arbor in home shops is 1/2" arbor then up to 3/4 arbor for more heavy duty on up to very large sizes in industrial settings. Every wheel I have seen comes with that one to fit 3/4 or 1/2" shafts that are usual for home shops. Very similar use to the old 45 record bushing you had to use to play old 45's on regular phonographs. Only us old farts know what I am talking about. Don't try to ever use a wheel without the correct bushing as it will be off balance and shatter that could take your eyes or your life.
