How do I smooth out extremely rough concrete

Hey Guys, I'm thinking about buying this house but the previous owner did a terrible job on the concrete & I was hoping on getting some advice on how to smooth it out if possible. Please check out the pictures attached and give advice if you've got any. Thanks!

There are grinding services, or pour a thin top layer over it.

Where is the concrete, garage, house, basement, sidewalk, driveway?

Hahaha. I saw the pic when it was up and it was beyond broom, more like a metal tine leaf rake. But as extremes go it's more Mordor than anything else.

Its going to depend on how rough...but I ground down sidewalk texture in my carport conversion pretty quick and easy with an Edco grinder. 400sqft in about 2 hours.

pics are gone but I saw them yesterday, that looked really bad. drill a hole and see how thick it is, if thick enough have it ground down. if not, sledge and re-pour...I don't remember if it was a basement or what, but the machines I've seen for smoothing warehouses down are pretty big and may not get down into a basement...
