I think you are having trouble visualizing the angle or the relationship between said angle and the cutting surface on wheel...we are talking cold chisels, here, I believe.
Get hold of a good chisel with its original tip and spend some time with grinder OFF holding it against the wheel and closely scrutinizing angle and how to lay it against wheel.
Though a bit heavier and tougher than a wood chisel, cold chisels can easily be ruined by the heat of grinding too. If there is blue showing, that area has overheated and only cure is to grind away the edge and reshape a new one. To avoid this, keep a container of water right there and dip the end of the chisel every few seconds.
