If I'm running two circuits down one piece of conduit, does each one need its own ground wire? Using 12 gauge copper for all wires, each circuit is 20 amps.

one ground sized for the largest circuit-hence you would have :1 green or bare Copper #12, 2 white #12 and 2 Non-*********** conductors #12 traditionally black or red

Properly installed EMT doesn't need a ground wire.
If one is installed anyway, the EMT takes the large majority of the fault current. (like 75%)
