This is from a picnic shelter in a local park. I wish I'd taken pictures from more angles but I don't know that I can get back to that spot for another two weeks or so. I will try to swing by again and add some more photos. Feel free to request specific details.

Photo taken from face height. I guess the heart of my curiosity boils down to, how common is this sort of thing in public places and is it really considered a problem? I'm initially seeing what seems to be NM-b in a damp location and exposed to damage, but maybe there's more.

That's low risk in the grand scheme, very typical. Hasn't been damaged. It's undercover, not like it's underground or run outside along foundation. Maybe it doesn't get wet.

Does the city own both the park and the utility providing the service?

This is minor if any issue at all, there is so much faulty **** in the world this is low on the list. I do this for a living, wouldn't have even noticed.
There was an 8ncident here a while back at a city marina, was no swimming signs but, some kid jumed in, was electrouted in the water. They act like it was some big mystery.
I was at an amusement thing, at the food trailers, was one with a 4 wire to some boogered 3, wire hanging out and laying in the mud, was raining. Told my kids, don't touch that trailer, stay away from it. Ain't really my job to police it all, maybe some spark after me come by and raise a stink, was there with my family, wasn't my day to be a *****, I avoided it.

I was going to work on a project, my helper asked what I was doing. I said, fixing a cord, going to be working next to the chief who was a retired inspector. Turns out I didn't have much to worry over. The finished work in the place looked nice but he wasn't scared to cobble some along the way. One caught my eye was 2 motors on a comp, 5 hp with 75 ft of 10 cord to a welder plug.

The guy had seen it all,,, was inspector in one of the poorest counties in the state. I mention something about the whole county being a violation, he just roll his eyes and laugh.

A similar sideline as is going to forum to forum policing diy types. How come it is i never see any actual work you ever done?
Anyone ever notice how some of the most picky types seem to have ridden in the company truck drawing a paycheck from someone else complaining how others dont do it right?
Probably on half a dozen forums he does this on, cant recall ever seeing a single thing he build fix or install.

I don't go from forum to forum policing diys. The only forum I post on is this one and a "professionals only" forum (where I'm a mod).
When's the last time you posted a photo of your work?
I spent 30 years in the trade drawing a paycheck driving a company truck, and only 15 as a contractor, driving my own truck.
You got me there :bounce:

Grandma and grandpa built a house at the beach in '80 and the contractor stapled romex right to the piers running down from the joists to the lighting and receptacles under the house. 30 years later the plastic in wall switch boxes that were used could crumble if you bumped them and all the light sockets in the ceiling have to be replaced every 4 years as the contacts and metal hardware just can't handle the salt air. The main service from the meter to the panel is routed in the same way, with no conduit.
