How much light?

I am currently building a 24'wx38'lx12' shop. I am currently trying to decide on what lights to put in it and how many I should install. Any opinions would be appreciated.

A lot. I just went through the same thing.. similarly sized space.

T8s fluorescent tubes, lots of them. Your ceiling is too short for metal halide. T12 tubes are outdated. T5 tubes are still VERY expensive. Make sure you use electronic ballasts.

I have 30x32 10' ceiling. I have 13 fixtures (4 bulb 4' t-8) Wired on 5 different switches . I think it's perfect.

Even if you think you are over-doing it, you're not. Just wire the lights on different switches to suit your needs.
