How necessary is a Direct Voltage Adapter (DVA)

I’m curious when a DVA is needed. I stumbled across them while searching YouTube for specs on testing an outboard motor stator. My multimeter seems to read accurately for this type of test so I’m curious if the adapter is really needed for modern meters.

That was my reaction. From what I’ve read, it’s something that plugs into a multimeter to capture voltage pulses to fast for the meter itself to read.
If the meter has min/max and/or inrush capability, then no. These 2 functions aren't typically found on low end meters.

Never heard of the term DVA before.
