How to access compressor motor brushes?

I have a GE compressor motor that is running very slow all of a sudden, even when no pressure is built up. The motor GE Model 9033 5KC49NN2050Y (wired as 120v) that's maybe 10 years old.
I'm assuming its the brushes but I cannot figure out how to get to them. There are 4 front to back bolts but other than that, nothing else to disassemble. The back plate seems to be stuck.
Do I pry off the rear plate, tap the shaft on the front of the motor to push it out the back? Any suggestions would be appreciated.

that motor doesn't have brushes.

if it's not a physical drag issue from the compressor, i would replace the RUN cap. it's probably in a single can with the start capacitor, just match the value written on the old one. it's a cheap gamble, they aren't expensive at all.give the motor a good sniff, does have a burnt smell, or mr make weird noises? a bearing failure is possible, but i've never seen on one a hp motor seize up, so i highly doubt thats the problem.
how smoothly does the motor shaft turn by hand?
