How to "attach" or build a step with concrete

I just had a garage built and on the side have a personnel door. How do I add a nice step out of concrete? I have some extra rebar from the build. Should I drill two holes in the pad and put some rebar to hold to slab?
What do I put between the two concrete (slab and new step)?

You could dowel it. I'm not sure that I would for a step, unless your planning on loading it for some reason.

I've seen the 1/8 closed cell foam used, but personally I would just coat the current slab with bonding agent and pour the new slab. You don't have frost issues to deal with in Florida.

Just remove any vegetation, add a few inches of gravel that you will tamp down, make your form out of some scrap 2x4, and pour.
