How to attach this to the ceiling without using the arms?

. I want to hang it where the bud sign is.

I don't know the weight. This is the best location, it will be about 4 ft from the traffic light. I just need some ideas how to hang it

Insert a bolt or threaded rod in the top, nut/washer inside of it. Put a backer plate in above the ceiling. You can remove that Tee fitting from the top of it, and use a length of pipe to set the height where you want it.

Grind off those serrations on the top and bottom collar and weld up a bracket that sits vertically. Access to bolt would be tight without some back space.

If that's too much trouble drill out one of those bolt holes and hang it from a chain or pipe and through bolt it.

I don't know at this point.
I've put pipe wrenches on the top part that holds the arm, no luck. Steel pipe into aluminum. The bottom arm will have to be cut off, it won't budge either.

why not go smaller on the black ****** and then drill a hole through both and use a pin or bolt to secure. It would make hanging easy
