How to decommission a multi wire branch circuit?

There is a MultiWire branch circuit under the sink, a duplex receptacle top for dishwasher bottom for "hot water".
From what I have learned, I assume this is single romex with extra red (in addition to black wire) and the tab removed on the duplex receptacle.
The hot water dispenser is gone and never coming back, my garage could really use a single 20 amp circuit.

At the breaker it has a quad 20 20-20 20 (the two in the middle is tied which are these 2 circuits)

So please tell me how to "decommission" the hot water dispenser one and free up a 20 amp breaker for future use?

I am thinking getting I need to get 2 indivual 20/20 breakers to replace the quad breaker with the tie.


1) I remove the hot wire from the hot water breaker and is it ok to cap it with a wirenut and leave inside the panel?
2) do I need to do anything on the kitchen side? The hot water plug would just have a neutral and ground, just no hot so it won't work for anything, which is fine with me.
unless there is some other code or current concerns with this.

Thanks. I may not end up doing it ( ***** having to plug my stuff from the kitchen though ). Just here to learn more about the topic

Get two 20-20 tandems. Replace the breaker in the panel. Disconnect the red wire at both ends and add a jumper (or replace the outlet) in the kitchen. Bad news is you probably don't have an GFCI there now but latest code requires one. Up to you what you want to do with that piece of information.

Great.. the under sink is kind of impossible to get to while the p trap and disposal is installed.
