How to fix a Ufer ground?

When the framers showed to to frame the garage, the first thing they did was cut off *all* the rebar sticking up out of the footers, including the Ufer ground. How can this be fixed?

Could I just weld a piece of rebar onto the now-flush-with-the-footer end of the ground? Or would it be better to chip away the concrete around the rebar stub and attach the #4 copper wire and clamp at that point?

Thanks for any quic answers! I'm not actually doing this work, but need to know the right answer from the wrong one when the contractors show up.

I would chip away enough concrete around the grounding rod to attach the ground wire with an acorn nut.

I would chip it away and then use a listed connector for the connection of the grounding electrode to the grounding conductor ( 4 gauge CU in this case) You may have a problem finding a connector for you application unless you re-grout the concrete. The connectors made to attach to the rebar are normally made for concrete encasement, and I have never looked to see if they are also approved and listed for a direct soil
burial application. So check it out when you purchase one.
