Click the "user CP" tab.
Then click "Edit Avatar" under setting & options left side of page.

Profile picture or avatar ? They are not the same, a profile picture shows when somebody looks at your profile. An avatar is seen when you make a post.
Follow Dave's advice but you must select the appropriate option.
