If you really want to remove them from the packaging, you could try an oscillating multi-tool, but I expect the tamper resistant design means you can't get the tools out without cutting it. I would expect that holder to be disposable. The thermoplastic will deform easily after some use and it will get loose. It is also an awkward shape for storing.
If it's going in a large enough garage toolbox, I would recommend getting a set of Hansen style socket holders with posts. They are very easy to read the labels on the posts and should have space for future additions.

Socket tool rolls are best if you are storing without a box. Useful for under/behind a car seat, in a boat, or tucked somewhere on an ATV/motorcycle.
