How to REMOVE welds and finish the surface?

friends,
I need your help and guidance for cheaper DIY.
The issue is that I got welded an Auxiliary silencer on the end of the a single pipe of the exhaust manifold. this was done as the OE was not available and replacement was essential. Now I am getting the OE - Auxiliary silencer of my car. This has just a clamp to tightly and properly fix it on the single pipe of the exhaust manifold. No welding is required. To do this job, I must replace the welded pipe and naturally it will leave the basic surface (i.e. the surface of the pipe on which it is welded) with some clots of welds and roughness. I shell have to make it very smooth and uniform so that the Original Auxiliary silencer can be clamped and tightened/fitted. My issue of trouble is:
1.
How can I make a surface smooth and well polished?
(I have a BOSCH GSB 13 RE Professional Power Drill with its kit-bag)

2.
What else tools or tools-bits need I purchase of low cost for this?

3.
Show me the easiest and simple method as I am not a professional one.

I would get an exhaust pipe cutter tool like this & cut the pipe ahead of the weld, in a smooth area of the pipe.

I have one of these & it takes maybe 3 or 4 minutes to do a clean cut in the pipe.

A grinder and flap disc would be great, but if you want cheap then a hand file and some emery paper will do the job.

These sanding drums will be useful for grinding when using a power drill. Search and you will find other similar grinding attachments for smoothing the steel manifold pipe.
