I do not understand why you are spending so much time and effort fighting the stripping of paint issue? I already explained the easiest way to do this was let the radiator repair shop dunk it, no fuss, no muss, you get it back later the same day, perfect answer for a guy living in an apartment.
I know I'm quoting an old post but who knew it would be so hard to find a hot tank?

I disassembled the old C Parker 87 I bought on CL and brought it to a machine shop to be hot tanked. No go. The machine shop said his hot tank is just hot soapy water due to EPA restrictions. Same story at the radiator shop. Same story and the transmission shop. They all said it'll come out of their tanks just as rusty as it went in, and none of the paint would be stripped.

Finally, I brought it to a metal shop. They said they have a mild solvent tank (mild as in, it'll need to soak for at least a week). It's supposed to be hot but the heater doesn't work. Since I travel for a living, I told him it would be more than three weeks before I could return. He said even better. They're going to let it soak for a few weeks and the day before I pick it up, they're going to blast it (I think he said with aluminum oxide?)

It should turn out okay but I wasn't expecting such a tough time finding a hot tank!

I've had very similar results with hot tanking. I have to admit that rebuilding/refreshing a small block $engine isn't as easy as it seems in all the old-school manuals I've been reading. I still haven't found a company with a hot tank that instills trust in its ability to clean a 40-year-old Datsun engine (or three).
