How to Stop Rust On Conduit?

Power to my garage runs out of the house and down into a cemented area behind a brick planter. The area collects dirt and moisture and rusted the conduit. It hasn't rusted through, and I want to catch it before it does since replacement will be a big job.

What should I do to prevent further damage?

Expose as much pipe as possible, and spray with "zinc it" cold galvanizing. Worry no more.

Treating that rust will just be a band aide. That metal pipe will eventually rot at some point underground and will need to be replaced with PVC! This is just the reason that metal gas pipe is powder coated/enameled and many gas lines are being replaced with PEX! But if money is a factor, then obviously a band aide is the only option right now!
