How to Tap onto an Underground Electrical Wire

I have an underground wire in my yard. I'd like to pull power from this wire and run it to another outlet. Is there a way to safely tap onto the existing wire underground?

What kind of wire/what size?

Is it in conduit?

What voltage?

Where does it start?

Where does it go?

Oh well, so much for that plan. I lifted the wire that I uncovered while digging the trench and a cut end came out of the ground. I guess someone reran the wiring that goes to the back of the yard. I have no idea where that wire could be.

Looks like I'm going back to plan A and digging a longer trench. Thanks for trying to help me, though.
