How to Torque Tie Rod Nut?

How do I torque a tie rod nut, the one in-between the outer and inner? I was thinking just tight would do, but there's a specified torque rating. I guess I need a torque wrench with an open wrench end attachment? I think as long as the outer and inner tie rod can't spin independently of each other, and the outer tie rod cannot spin further up the threaded stud of the inner tie rod, than should be fine and just tight will do. But there's a specified torque value.

I've never even heard of torquing a tie rod jam nut. If I were to doing it I would use a crow's foot as suggested but make sure it's at 90* to the torque wrench.
