Hydraulic jack fill hole plug / screw /vent question?

Hi folks,

This is probably a geeky engineering question but I thought I’d ask ...

I was wondering why some hydraulic cylinders had air vents in them while others have solid screws or rubber plugs in the fill / vent holes? For the ones that are sealed with the screws or plugs, how does the cylinder exchange air? Or is the amount of air pressure / vacuum built up negligible in hand pumped cylinders like floor jacks and bottle jacks?
