I have the initial subpanel connected correctly to the main. It has 4 wires, with the neutral floating. But now in this building, I want to add another subpanel inside this same building. My question is, do I also float the neutral as well? I think so, but want to check.

you are correct, the neutral floats. the only place where neutral is connected to ground is at the main panel. you will however need ground rods or ufer grounds at the new building connected to the ground bar in the sub panel. if you have over 6 breakers in the new sub you will need a main breaker or a disconnect at the new building also

The "original" subpanel is connected correctly. I have two ground rods in the ground, lifted neutral etc. It is right. I'm just asking about the extra sub I will be running off that "original" subpanel. My building is very deep. It is best to run another subpanel to get electric back to that part of the shop. Since this new subpanel is being run off the "original" subpanel, I just wanted to make sure.

I misunderstood. I thought it was another separate structure. Since you are in the same building you can use a main lug panel, unless you want a main breaker so you have a disconnecting means. And forget the rods or ufer. You don't need them since you're in the same building.
