picked this up at a moving/estate sale. i couldn't find anything on the company name and i'm not sure what this is? puller of some sort? when you pull the handles out the round thing in the middle retracts.

markings are. moss tool mfg co patd blackwell okla.

Looks to be for setting something like a hammer pin anchor. Or similar rivet. Or gromet.
