That's exactly it , I see no flow controls at all . Therefore migration .
Not necessary a migration....... OP stated that boiler was installed since 2013 by previous owner, and it does look 2013 and not few weeks old, but the boiler does not seems to be setup for steam at the boiler end.... the pump looks new too, maybe the previous owner paid for that upgrade.... who knows what the rational why the installer choose to install on the return... maybe it was what the other chap explain less heat at the pump when at the return.. Or why it was missing zone control valves. Those radiators are not that old. Still for sale in supply houses for about $10 or $15 cash per section here, I think at least mine is 5 years ago.....
Not sure at what point it is consider a migration and what point it is consider an upgrade.

I think this is what the OP have as boiler model... and if it is the model he have, it is only a "Hot" water boiler. Not steam capable Comes with controls for hydronics.... the manual recommend pumps to be at the supply end Not sure the rational for it to be at the return end.... but OP is not complain about no heat issue, he is saying too much heat.....so assume the pump works. so He'll have to do some investigative work... by him or the "pro" he hires....maybe it is as simple as installing a zone control valve for each zone. Maybe more.
