That's exactly it , I see no flow controls at all . Therefore migration .

Not necessary a migration....... OP stated that boiler was installed since 2013 by previous owner, and it does look 2013 and not few weeks old, but the boiler does not seems to be setup for steam at the boiler end.... the pump looks new too, maybe the previous owner paid for that upgrade.... who knows what the rational why the installer choose to install on the return... maybe it was what the other chap explain less heat at the pump when at the return.. Or why it was missing zone control valves. Those radiators are not that old. Still for sale in supply houses for about $10 or $15 cash per section here, I think at least mine is 5 years ago.....

Not sure at what point it is consider a migration and what point it is consider an upgrade.

Here is the quick research.

I think this is what the OP have as boiler model... and if it is the model he have, it is only a "Hot" water boiler. Not steam capable Comes with controls for hydronics.... the manual recommend pumps to be at the supply end Not sure the rational for it to be at the return end.... but OP is not complain about no heat issue, he is saying too much heat.....so assume the pump works. so He'll have to do some investigative work... by him or the "pro" he hires....maybe it is as simple as installing a zone control valve for each zone. Maybe more.

dogdog, good post on the O&M literature with brings up fundamental operating issue. The boiler has a CPU, which mean there are operateration setpoint that a used to fine tune it for the homeowners likings. I would not be surprised in the boiler current state that the economy dial is set in the off position.
craigibc If your economy dial is set in the off position, you'll need to put all pumps back to initial operating condition. Then set economy dial to position 3 for now, after a day or two...if overheating of rooms is still present, increase dial to 4. If rooms are cooling off to much lower the set point.

Here is what is happening with the economy cycle which is more of a consumer set point than an installer set point. In a nut shell... it cycles the circulation pumps (when stats call for heating) and if the water is hot enough to satisfy the call for heat, it will not allow the burner to fire.

Well no matter what he has or had , he needs a qualified heating tect to get the system operating properly.
Non of us has the whole pic of what's actualy going on and yet we all sit here and offer advice on something we don't have adequate info on.

Hell thats like shooting at a target in the dark knowing a little about it's general location.
And that is what we have all done , even us so called. Xperts !
