I am wanting to do some light weight sand blasting and painting in my home shop . Im old and slow so I dont need a monster of a unit .

Looking at the IR SS5L5 seems like it should be just fine . Except all the reviews saying the dang motor catches on fire before or after the motor locks up !

WOW . 1K is alot of $ to me to spend on a compressor but a good trade if the unit hangs in there and dont burst into flames !

With the HF 40lb blaster and not in a hurry a 14+ CFM compressor should work ok for few minutes of blasting .

Whats a fella do with limited $

Also , The power box is on the other side of the shop from where I need the compressor to live . Spot is between 2 doors in a corner . So I will say about 70 ft of wire to feed it as Im sure that figures in somehow .

I get to do this one time if I end up at 2K pumping air with whatever unit I can live with that .

A comparably sized machine is the Quincy QT-54, which is what I have. I bought it a couple of years ago during the black friday sales for $1050, but at today's prices it's above your ~$1k budget.

I do like the Quincy brand.

Quincy has the Q13160VQ, a 60G 3.5hp single stage for $800-$850. You could check the specs and see if that will fulfill your air needs. You'll likely drop a few hundred dollars more to cool/clean the air (filter moisture/oil) as well as distribute it. Piping, fittings, etc.
