I bought two items with BIN and now the guy is NARU. Items were a XT7100 and a PDR3A. I'm out a bit over $400. I'm working on paypal claims and also an eBay insider is trying to help. Anyone have any experience with someone trying to rip them off? What were the results?

Sorry about your luck. In all 4 years of Ebaying, I have only been scammed once, even after I "won" that item I had a gut feeling something would go wrong (0 feeback and a money order). The guy who got me was named Celso Ferreira . He is a well known scamster and he even comes up on google hits about all the people he has since scammed.
Anyway, Unfortunately you may have to chalk this one up to a bad experience. It will take a while to get your money back but you should get most of it back from PAYPAL.

Twice I bought from people who were no NARU. Both items came in late, but did come in.
I've filed two claims with Paypal; both times the things were not as described. Both times I 'won' the action and got my money back.
On the second item I only got 80% of my money back as he had closed the account and Paypal would only give me what they got.
But in that case I kept the item and it was worth more than I ended up paying.
So don't give up hope yet, you may still get at least partial satisfaction.

Hopefully you paid paypal with your credit card and not your bank account? I almost lost $4700 on a bad deal with a seller, and paypal. Seller had good feedback and all but, was a thief, he stole $200,000+k worth of video projectors from his place of employment. Then he sold $400k of them on E-bay! Luckily for me I didn't get one, (he never sent me anything) as the FBI would have taken it from me, and I would have been out the $4700. Anyway some thing just didn't smell right, and 2 days after the sale I filed a complaint with paypal (takes them 30 days to answer, or at least at the time it did) so, I also canceled payment on the CC transaction to them the same day! So long story short, I get a response from paypal 30 days later "sorry your money is toast"! Then 2 days later I get a Nasty gram from them admonishing me for canceling the credit card payment

All paypal will do is transfer the money from his paypal account back to yours... if he has any money in his account.
Like someone else posted, file with your credit card as well. If you didn't pay with a card, you can contact the seller's local PD and talk with them about it.

When is Paypal/Ebay going to get their asses busted for that type of practice? They either allow credit cards or they don't. If they lose out because you cancel the payment with your CC, too damn bad! Someone has to take matters into their own hands and obviously Paypal is in no hurry to help you out.
BTW, I ALWAYS pay with a credit card through Paypal, and always get those annoying messages "Are you sure you want to pay with a credit card?" Someone will sue them eventually for this.
Always use a credit card, and keep AHEAD of the time line for the dispute process.
Use the member contact thing on ebay to get phone number etc of the seller and call them to see what is going on. Ebay's first action is NARU, so if you get sick and can't mail packages for a week etc. people end up NARU and they may have the best of intentions to meet all obligations.

Well some good things are coming out of this. I found an eBay employee from another forum that I frequent and he is going to look into it and give me the inside info.
Also I paid with my checking acct but I called the ACH electronic customer service and they are filing a claim and said my money will be credited back to my bank acct in the next 48 hours.
So hopefully things work out.

I thought the same thing happened to me. I ended up getting what I bought in the time stated. The guy was a big seller and E-bay ended up suspending his account for a week. Something about using a trade mark incorrectly. I was worried when I went to look at the auction the next day and it said the seller was NARU.
