It's a tool rest for a woodworking lathe, for working on bowls etc on the outside spindle end of the lathe, rather than over the bed of the lathe. The column that it sits on would be supported by a heavy floor stand. Or it could be used over the lathe bed to support a chisel working the inside of a bowl.
