My guess is that's most likely a maintenance crib for cataloged spare parts that are used in some type of manufacturing operation. In other words consult the catalog (electronic, with search engine), it gives you a drawer and bin location, you pull the part and fill out some sort of electronic or card system that initiates a reorder for the same part...or not...depending on preset min and max levels.

Could be lots of things. Could be spare parts.

I worked in a machine shop in a large foundry. We had a bank of Vidmar cabinets just to store master ring gauges. We had another to store lathe chuck jaws.

Maintenance had several with spare parts for every different machine we had.

~ 25k depending on the drawer configuration, bins, and dividers. I would say that is my old workplace but the colors are wrong. Notice the vertical storage elevator just behind it?

Thats actually a VERY small and relatively cheap setup to see in industry. My former employer had Vidmar stacks that went 25'+ almost to the ceiling, the various cribs' employees used man lifts to get into the upper drawers.

While I'd love a setup like that I need to agree with Larry, the revolving shelves in the back are much more interesting to me personally.
