Just a guess. Looks like a tool to transfer angles. Outside and inside.

Some time back I seem to recall on the tv show American pickers that both men found a vintage drafting table with that was made out of some very heavy cast iron parts just like your hinges. My guess is that they were used to move the drafting table to different angles in order for the draftsmen to work on their drawings.

Although old school table sounds good also.
