I got these as part of a train set but I don't know if these were for the trains or not. Trying to figure out what they are used for.

Seems to be a crimper of some kind. Trigger moves pin in and out, adjustments to change the height of the crimp? Some numbers stamped 9-28-18-12-19-16
Any ideas what these tools are called and are used for?
