ID this add pear head ratchet

Picked this up at the flea market today, no markings that I can find. It's heavy, low tooth count, feels kinda cheap. The selector turns sorta like a Cornwell ratchet. Has oil hole on the end. Did not open yet it is soaking in oil. Thin peeling chrome. Looked interesting and I don't think I have ever seen one like it before. 70s import perhaps?
