It looks like it might be a KD or a KAL 3/4" ratchet?

Kal America became ProAmerica. Kal produced contract tools for the government, and that is all ProAmerica does. I believe they are owned by Stanley works now.
I tried to purchase Kal ratchet repair kits from them and they would not sell to me because I am not a government contractor, or reseller. I have been working on a way around that for a couple of weeks though.
