I go to Many Auctions/Farm Sales (Over 60 this year). Purchased this by mistake. I didn't know it was a Drill. I only saw the Gears and chain and thought it was cool.

I did ask some of the old timers I know and they have no idea what it would be for.

Your turn the Chain and it turns the auger bit.

I did find that Idea makes Farm Impliments and Electrical Tools.

Best $3 I spend at a Sale in a long time

That's a pretty neat vintage gadget Fortress! A long reach chain driven close quarter drill. First I've seen like that. Nice find.
