Identify This Tool, Please

I picked up this tool in a bundle that had cotter pin removers and brake adjusting spoons. There are no markings on it whatsoever. It seems to be factory-made judging by the way the shank meets the working "spoon" part. This shows in Photo #2.

The tool is 5 inches from the center of the "spoon" to the cross-hole in the handle. The cross-hole is slip fit for a 1/2" rod. There is a threaded hole in the far end of the handle that is 5/16" NC. The "spoon" has an inside radius of 0.900", which would fit a piece that was 1.800" round. It would fit pretty well on a 1-3/4" round bar or tube. The far end of the "spoon" is kind of sharp. Not like a knife, but probably made to work it's way between two close-fitting parts. The sides of the "spoon" are not sharp. The "spoon" is a little less than 1/2" wide. The shank is 0.214" diameter.

It is plain steel finish, and seems to be made of good tool steel.

Does anyone recognize this?

is there wear on the inside radius of the spoon flat? maybe a cam follower of sort.

I'm probably wrong but the first thing that came to mind was a star wheel adjusting tool for drum brakes. The 1/2" hole might just be to hang it. The 5/16 threaded hole for an extension for more leverage?

If the threaded hole extends into the 1/2" hole, it's probably for a set screw to lock a 1/2" bar.

I see that as more of a cam follower. The spoon is actuated by a cam or rod and the whole thing twists a rod that is going through the big end. OR the rod through the big end is twisted and the spoon actuates a switch or something.

With my luck it is probably part of a mechanism to tie baling twine!
