Identify this tool?

Hi everyone.

I'm new here, and hoping someone will be able to indentify this. I work at a pawnshop, and this came in with a set of other tools, and we're totally clueless. It has no brand, no serial number, no model number, not even a patent number. Just "Patent Pending" and "USA".

Not sure, it looks like a wire goes from the tip and around the barrel/ nut.
