Identify this vintage "Mixer"?? 3/8" Drive

Found this at the goodwill. Could be art? But why go through the trouble of adding a 3/8" drive with a collar?

It wouldn't mount flat to a wall.

Model # is 182C

Looks like a mixer to me

this etsy seller identifies it that way.
