Vises are sized by the width of the jaws. The ruler shows it's a 3 incher, just as it says in the description. The gussets flanking the slide opening on the static jaw looks like A British vise, like Record. The paint job and other details (chrome swivel locks, crude, porous looking castings) look more like cheap Chinese knockoff to me. Others, more expert than me may (will) have differing opinions.
If my opinion (guesstimate) is right, that's a brand new not on sale no coupon price. Unless it looks dramatically better in person and turns out to be a Record, I wouldn't be interested at all.
If I just needed a lump of iron to beat on, I might go as high as $10- but you still might be better off buying one new from Harbor Fright, of course waiting for sales and coupons to cut the price in half.

Captain: usually the big #'s on the base of the dynamic jaw mean that it is a made in China vise and BFBOB is correct that you could by a new 3 inch vise at your local store for that price. that one however has a 75 on it which means its probably a European vice because 75 mm equals 2.9 inches.

i'd probably still pass at that price, but i'd like to see a picture of the other side to know for sure. there might be a brand name on that side and if it was Record or some other vice (vise spelling in Europe) then i might be tempted to make an offer. it looks like it is in decent shape so if not welded it would probably work as a vise for a long time if not used for an anvil or a press.

Try looking at ebay, I've bought several nice vises there. The only negative can be the shipping cost, but I'm usually looking for the unusual quality unique styles of vises and in my case I have to buy them where they are at.
