There are actually rules about open wells..we used to have to deal with those when I worked for caltrans.



Maybe it's an air vent for a secret underground city of goblins. If you cap it off, they are probably going to have to do something about it. Best case they just shove a big pile up it to pop the cap off or maybe another one sprouts up a few feet away. Worst case, the goblins tunnel up into your yard to inspect the pipe and see what's wrong.(and NO ONE wants goblins in their yard. They are worse than those damn garden gnomes popping up everywhere) Next thing you know, pets and small children in the neighborhood are going missing.

The finished pad looks too nice for just a "pipe in the ground". Also, it looks like it is very close to your house?

Most states require a permit to drill any type of well: water well, environmental monitoring well etc.

We all know California is not going to miss the opportunity to charge a fee for drilling that well.

You can check to see if California has a statewide database/website that has those permits listed on a map.

The house sold on April 1, 2021. We described what we knew of the pipe in the 'disclosures' section of the sale documentation, which my real estate agent said would be sufficient. During the sale I had the chance to meet a couple of elders who remembered the area when it was all agricultural and undeveloped and they indicated there were many wells in this neighborhood before homes were built in the 1940s and 50s.

We have since purchased a home on two acres in Escondido, CA so now I have a whole new bucket of mysteries to figure out. No wells yet, though, lol!
