Identifying this chain....tool?

I have no other information other than the numbers on the castings. It has a worm gear that can be driven by turning the input with a pipe or bar, that drives the gear that is also integrated with a chain pocket wheel. The other end connection seems to be a bite for another end of chain. It seems that it could be used for lifting or other controlled pulling and holding since the worm gear would not allow for the input to turn under tension. I am wondering if anyone recognizes them and has any more information on them. Not sure if they are a stand alone tool or if these were originally part of some other equipment, there is no manufacturer markings that I can find, but seems every part has some numbers cast into them. I wonder if its an engine balancer (not the right name)? Used to adjust the angle of an engine hanging from an engine hoist to ease installation.

Kind of large for that unless its for large diesel engines or similar. I cant find any fence stretchers similar to them either. Anyone else?
