Full of sawdust, belt slipping, capacitors shot, so many options
Does the fact that it does turn mean that I could likely work on it a bit and get it running properly? Or could there be a chance that it's junk?

Is $35 as good of a deal as I think it is?

I doubt it would be completely junk, The worst case might have to buy a new motor

with a stand not too bad, post pics if u end up getting it, i have one i have to restore here soon after I finish one of my delta planers haha just check it for anything major missing/damaged etc (it looks like its all there) worse comes to worse use it for parts, they're somewhat common but look great restored, one downside you might find is if u dont have a wood shop.. you might by the time u get done XD and as RTM says a new motor like $40- 150 or a new china jointer from lowes or HF like $200- $400 and not built like a tank
