if he knows snap on tools at all he would know that the part number is for a phillips #1 screwdriver

Well, I know people might freak out but . . . I would be more upset if there was one part not OEM per say.

The fact that he replaced said handle either because it was worn out, broken, or looked like aszz with a newer one which in my mind looks very nice and new.

No harm . . .

But, with respect to the price he's paying, too rich!

I hae seen guys put snap on handles on all sorts of things.

SDDP31 is a #1 Phillips screwdriver. That 1/4" drive breaker bar has been altered away from it's original configuration. It's worthless to me.
