Loosens only as it is not reversible but it does have the P3 bit for brake rotors. Comes with P1, P2, P3, and slotted bits with 1/2" square drive, not a 3/8". Not really sure why you would need a reversible one to tighten a screw.

If I remember correctly, this is "made in the USA with global components". Just throwing that out there, it could mean that the bits are foreign, or the whole thing is.
